Cheese, Code, and Cybercrime: Wisconsin’s Role in Hacker History

Kyle Hinterberg

Abstract:

Wisconsin’s influence on hacker culture and cybercrime runs far deeper than most people realize. From teenage hackers in the 414 area code who helped trigger the first U.S. computer crime laws, to early university networking research that shaped the modern internet, the Badger State has quietly played a pivotal role in the evolution of hacking and cybersecurity.

In this session, we trace the history of Wisconsin’s cyber underground, from phone phreaking and bulletin board systems to ransomware, OT attacks, and today’s AI-enabled threats. Along the way, we examine how early security failures mirror the same weaknesses still exploited today, and how those lessons shaped the laws, frameworks, and defenses we rely on now.

Blending hacker lore, legal history, technical evolution, cheese, and modern breach case studies, this talk shows how a state best known for dairy also helped shape the foundations of modern cybersecurity. Attendees will leave with a new appreciation for Wisconsin’s place in hacker history and with practical insights they can apply to modern defense strategies.
